Chances of success in democratic local governance are improving by implementing administrative and financial decentralization, especially in providing basic services to citizens. The level of success can be determined based on the following standards: 1-Openness of local governors to their citizens and consulting with them 2-Achieving justice and equality in dealing with the citizens 3-Implementing accountability and transparency standards on all levels 4-Providing basic services for citizens and meeting their needs 5-Efficiency of institutional capacity of local governance The proper application of regional administrative decentralization could achieve huge developmental and permanent successes in identifying priorities and local needs. Project should be implemented transparently and offer interactive participation from citizens. Local government offices need to be responsible for producing goods, basic services and providing them to citizens directly or indirectly. Iraq Needs to achieve structural reforms in the legal and legislative system pertaining to decentralizing the regional administrative organization. Iraq also needs to determine the duties of the federal and local governments to prevent an overlap between services and obligations.
